The Problem:

In rural areas in China, under the current system of teachers’ recruitment and allocation, central schools in school districts dominate teachers’ allocation process without considering the needs of specific schools. As a result, the structures of teachers are often incompatible with schools’ specific needs. To many small school principals, it is unpredictable which school gets new teachers in a year and what subject teachers it gets. Such a teacher recruitment and allocation process results in an imbalanced structure of teachers in terms of gender, age and subjects, thus severely impeding teaching effectiveness and students' learning effectiveness. In addition, trained teachers are inclined to move to urban schools in the pursuit of higher salaries and better working and living conditions. Because of teachers’ mobility, insufficiency and imbalanced structure , many small rural schools are unable to establish a complete school curriculum. Many rural schools do not have adequate resources to hire professional teachers, especially in subjects that require special training such as English. Curriculums in many schools are dominated by math and Chinese classes, confining students’ opportunity to acquire knowledge and experience in other areas and be exposed to diversity.
